Set up at least two colors. Weaker brands of color may need additional drops. Quickly dip one side of each cotton ball in each solution. Let dry. This could take a least a day. You can speed up by using a hair dryer or microwave. Roll the dried cotton ball in gem glue (not included) and then roll in glitter. Cut each sticker in half and roll to the shape of a cone. Place a cotton ball in each cone. Separate the tags on the perforations. Write your swap information on the back. Glue on a snow cone. And add a pin in the corner of each tag.
